PERMIT APPLICATIONS ON STATE-OWNED PROPERTY MUST BE OBTAINED FROM THE STATE FIRE MARSHAL’S OFFICE. A PEMIT SHALL BE OBTAINED THROUGH THE FIRE PREVENTION BUREAU FOR EACH: • AIR-INFLATED STRUCTURE. A structure that uses air-pressurized membrane beams, arches or other elements to enclose space. Occupants of such a structure do not occupy the pressurized areas used to support the structure. • AIR-SUPPORTED STRUCTURE. A structure wherein the shape of the structure is attained by air pressure, and occupants of the structure are within the elevated pressure area. Air-supported structures are of two basic types: o Double skin. Similar to a single skin, but with an attached liner that is separated from the outer skin and provides an airspace which serves for insulation, acoustic, aesthetic or similar purposes. o Single skin. Where there is only the single outer skin and the air pressure is directly against that skin. • MEMBRANE STRUCTURE. An air-inflated, air-supported, cable or frame-covered structure as defined by the building code and not otherwise defined as a tent. See Chapter 31 of the building code. • TEMPORARY SPECIAL EVENT STRUCTURE. Any temporary ground-supported structure, platform, stage, stage scaffolding or rigging, canopy, tower supporting audio or visual effects equipment or similar structures not regulated within the scope of the building code. o Temporary special event structures in excess of 400 square feet (37 m2) shall not be erected, operated, or maintained for any purpose without first obtaining approval and a permit from the fire code official and the building official. • TENT. A structure, enclosure, umbrella structure or shelter, with or without sidewalls or drops, constructed of fabric or pliable material supported in any manner except by air or the contents it protects (see “Umbrella structure”). • UMBRELLA STRUCTURE. A structure, enclosure or shelter with or without sidewalls or drops, constructed of fabric or pliable material supported by a central pole or poles (see “Tent”). The application shall be accompanied by a detailed site and floor plan for tents or membrane structures with an occupant load of 50 or more that clearly shows compliance with distances and applicable requirements of the Ohio Fire Code or other referenced standards as follows: Temporary and Permanent Tents and Membrane Structures • Detailed site plan showing o drawn to scale or dimension, showing property lines and public ways o access, location, and parking for temporary tents and membrane structures o buildings or structures on the site o location of each membrane structure, temporary special event structure, tent, or umbrella structure, including the size of each o documentation of structural stability to withstand the elements of weather and prevent collapse • Detailed floor plan showing o seating arrangements o means of egress o distribution of exits o location and type of heating and electrical equipment o location of all required portable fire extinguishers • Means of egress shall be clearly marked and illuminated o Exit signs shall be approved and either UL 924-listed internally illuminated or externally illuminated Fire Chief Matthew P. Temporary Special Event Structures (permit required from the fire code official and the building official) • Construction documents: Construction documents shall be prepared by a registered design professional in accordance with the building code and ANSI E1.21 where applicable. Construction documents shall include: o A summary sheet showing the building code used, design criteria, loads, and support reactions. o Detailed construction and installation drawings. o Design calculations. o Operating limits of the structure explicitly outlined by the registered design professional, including environmental conditions and physical forces. o Effects of additive elements such as video walls, supported scenery, audio equipment, vertical and horizontal coverings. o Means for adequate stability, including specific requirements for guying and cross-bracing, ground anchors, or ballast for different ground conditions. • Designation of the responsible party • Operations plan • The owner of a temporary special event structure shall employ a qualified, independent approved agency or individual to inspect the installation of a temporary special event structure. The inspecting agency or individual shall furnish an inspection report to the fire code official. PERMIT APPLICATION SHALL BE FILED WITH THE FIRE PREVENTION BUREAU NOT LESS THAN FIVE (5) BUSINESS DAYS IN ADVANCE OF THE SCHEDULED ERECTION OF A MEMBRANE STRUCTURE, TENT, OR UMBRELLA STRUCTURE. PERMIT APPLICATION SHALL BE FILED WITH THE FIRE PREVENTION BUREAU NOT LESS THAN TWENTY (20) BUSINESS DAYS IN ADVANCE OF THE SCHEDULED ERECTION OF A TEMPORARY SPECIAL EVENT STRUCTURE. The permit shall be APPROVED before the erection of a membrane structure, a temporary special event structure, a tent, or an umbrella structure.
